So, now this Perl script takes advantage of the aforementioned
improved GNATS index file; it produces a report of PRs by submission
year, with associated sub-tables.

Since the top level index is rather big, there is now a navigation
table right next to the state table at the top, to allow for a quick
jump to tables lower down in the main index.

Also, a bug in page reference URLs for the numbered cells of the
class and responsible tables is fixed, kinda. It might be better
to simply nuke those links and leave the whole sub-table reference
by itself.
