Log Message:
Add a page detailing the current state of exportability out of
US or Canada of the NetBSD cryptographic code.

The primary motivation is to provide an on-line maintained page
which can be referenced from e.g. the upcoming NetBSD 1.4.2 install
notes, since we expect the unresolved issues surrounding the recent
US export relaxations will be resolved shortly, but not in time for
the NetBSD 1.4.2 release.
