I can get those if I uninstall noto-emoji-ttf e.g with unifont.

I don't know about that one, I don't see that in the debugger with
your test file with firefox 98.0.2 (but no color emojis either).

There was a bugfix in firefox 97 that looks related:

but

a) IIUC the patch is in firefox 98

b) the example fontconfig config files do not change anything for me -
I tried a couple variations of hinting=false/true and
antialiasing=false/true

Very confusing.
