More info here, switching to terminal 1 works fine with wsconscfg -s 1 and
the printouts from X clearly indicate some sort of keyboard related issue:

The XKEYBOARD keymap compiler (xkbcomp) reports:

Errors from xkbcomp are not fatal to the X server

Any idea where this "pc" file is?

What's also of interest is that when I do:
# xmodmap -pk | grep VT

I get nothing listed with a map to Switch_VT_n
