Unfortunately this does not resolve the issue on 5.99.18.

$ setxkbmap -print
xkb_keymap {
        xkb_keycodes  { include "xfree86+aliases(qwerty)"       };
        xkb_types     { include "complete"      };
        xkb_compat    { include "complete"      };
        xkb_symbols   { include "pc+fi(nodeadkeys)"     };
        xkb_geometry  { include "pc(pc105)"     };
};

$ setxkbmap -print > .xkbmap
$ xkbcomp .xkbmap
Error:            Can't find file "xfree86" for keycodes include
                  Exiting
                  Abandoning keycodes file "(null)"
