We don't ship perl in the base, and last I looked, getconfig
is a perl script.

IIRC, we haven't installed other 3rdparty scripts that depend
upon perl.

PS: src/x11/TODO has a list of things to do from the original 4.3
import, and has hints on how to import 4.4 / 4.5 (I.e., diff the
vendor branches looking for Imakefile and config/* changes that
might be relevant to the src/x11 reachover stuff).  I recommend
adding your own 4.5 update TODO items to that file, and keeping it
up to date if possible.
