I don't think this is a big deal, but:

adding new programs seems to be over the line where discussion of a
  proposed change is warranted.

Assuming we are having the prior discussion that I think should have
happened, rather than a discussion about reverting:

I find that src/games feels a little out of place in NetBSD, but I am
100% in favor of keeping the programs that where traditionally part of
4.4BSD and ancestors. That leads me to object to adding *anything* to
  /usr/games.

I don't see why this should be part of the base system. It seems like
it's of limited interest, and would fit better in pkgsrc. While I
realize the games set is optional, the default install is "install
everything", and a Unix system feels historically incomplete without
adventure, even if I never run it any more.

So I think it shouldn't be added.
