move mandoc(1) to base set

     I would like to move the mandoc(1) command, and the related
makemandb(8), to the base set.  man(1) and apropos(1) are already
in the base set.  However, since cat pages are no longer installed,
it isn't possible to actually read man pages without installing
the text set.  Since mandoc(1) is a small standalone application,
it shouldn't be a big deal to move it.  And, it would be nice to
be able to read man pages without bringing in groff and all its
accompaning stuff (macro packages, fonts, device descriptions,
etc.).  If there are no serious objections within a week or so, I
will do it.
