Um, note the wording: a _utmp-writing_ daemon.  This would be for
creating (and presumably cleaning up) utmp entries, not for backending
write(1).

Or at least that's how I read it.  Thor?

And yes, I agree it would be good to have something of the sort.  But
existing history makes that difficult.
