Missing license in regression tests

Hi all,

there are some test cases under regress/ that lack a license. E.g.,
libpthread/sigmask2.c.
Can one safely assume that they are released to public domain ?

I'm building up a test case repository and would like to borrow some
of the nebsd tests. But I can't just copy them over, if I can't
attribute at least copyright!
