It should not be enabled by default.

* not every system has a working connection to fetch it
* not every system has packages installed
* it modifies files without the knowledge of the one who installed
  this system
* it can cause more workload on ftp.netbsd.org and exceed the connection
  limit on ftp.netbsd.org if a lot of systems use it
