ok, i noticed that there is even a PR open: bin/9316.

there is a mention in the audit trail about a thread on netbsd-users
about this issue where people said it's not installed because it's not
useful.  well, i tend to think the opposite, since i was actually
looking for it because i wanted to _use_ it to generate my own fortune
files.  it was a bit confusing to find the manual page but not the
binary itself, fortunatelly it was packaged into pkgsrc:

This is src/games/fortune/strfile/* from the main tree
(a HOSTPROG which is not installed).
It is needed to prepare supplementary cookie collections.
(We could turn the HOSTPROG into a regular TOOL, but a pkg version is still
useful for older installations.)

so there is at least another one person, who thinks it's useful enough to m=
ake
a package for it.  10kb doesn't kill anybody in games.tgz and i can think of
less useful tools which are installed into base system.
