Lots of changes, and I also want to give the NetBSD and OpenBSD
people a snapshot that has patches for the most obvious problems
they ran into.

The todo list:

- threads finishing touches [Arthur]
- Encode DJGPP test failures [Laszlo, Dan]
- VMS vs Encode? [Craig, Dan]
- Storable doc updates [Nicholas]
- Storable and Data::Dumper -Mutf8 glitches [Nicholas]
- Socket constant prototypes (affects also POSIX, Fcntl, at least) [???]
- small MM tweaks (MM_MacOS, VMS) [Michael]
- Test::Harness TODO reporting, skip reformatting [Michael]
- NetBSD/OpenBSD various problems (sparc64 compiler bug breaking
  nv_preserves_uv_bits, GDBM_File build problems (-lgdbm refuses
  to appear in the Makefile), some NetBSD patches still need be
  merged somehow, OpenBSD linker problems, NetBSD vs pth...)

             Some tweaks to the NetBSD hints file to make the Configure
             process more useful when not building from pkgsrc.  This file
             will definitely need to change again when the 1.6 release of
             NetBSD comes out, but I'll handle the changes at the later

        Log: Fixed race condtions and deadlocks in interaction with 
             cond_wait/cond_signal and lock.
             Now we wait for a lock to gie up if we return from COND_WAIT
             and we are still locked. We also notifiers potential 
             lockers that it is free for locking when we go into COND_WAIT.
