It would be a little more than one block. You'd also need /usr/share,
/usr/share/zoneinfo, and probably a subdirectory.

Also, single-user mode and multi-user mode could have different time zone
info - you'd have the /usr/share/timezone directory which is part of /usr
(or /usr/share if so mounted) and the other one which is in /. That could
be a bit of a mess...
