I recently added the possibility to set random environment
variables in login.conf, however, due to the format, you can't
set variables or values which contain spaces, tabs, commas or
colons.

  I had code ready to parse %xx escaped, URL-encoded sequences,
but it struck me as not necessarily TRT. So is there some routine
already present to do that? Or something more elegant?
