some time back:

Generate opt_diagnostic.h for DIAGNOSTIC; define unused _DIAGNOSTIC until
thoroughly populated.

but the second step never happened, so still in -current (AFAICT) options
DIAGNOSTIC is done via a -D on the compiler command line.

Time to fix it?
