I would guess two parallel make invocations both running the 
check-for-existence-otherwise-create-sequence simultaneously. So both fail 
the existence check and then both try to mkdir.

Is it? Is it illegal for two Makefiles to have
foo:
	mkdir foo
in it and be invoked in parallel?
