The problem is a superfluous use of pkg_create, see PR 41684. The is no need to pull in any pkg tools.

You need to hook tools/pkg_install build.  I'd ask someone to review
tools/pkg_install makefiles before committing this.

build.sh syspkgs has been "working" for years, and as far as I know
doesn't need pkg_install.  What problem did you encounter building
syspkgs? (For values of "working" that mean the syspkgs get created,
but are not really useful.)
