Incorrect mtree entries for hard links

Hi all,
during testing I found a difference in behaviour between bsdtar and
pax-as-tar. When extracting base.tgz with bsdtar, usr/bin/systat will
not be sgid kmem. The reason for this is that usr/bin/sysstat is a hard
link that overwrites the permission. I am not sure if the behaviour of
bsdtar is entirely correct, but the permissions in the archive don't
look right either. Opinions?
