Because "MKDYNAMICROOT" is still optional, you don't get
"/libexec/ld.elf_so" with that option turned off. If we make it
non-optional and link all binaries with "/libexec/ld.elf_so" we
will cause a compatiblity problem with systems previously using
NetBSD with "MKDYNAMICROOT" set to "no".

And we would have to keep the symlink anyway to maintain compatibility
with old binaries.
