EDITOR is a generic editor... like, ed or maybe ex.
VISUAL is, traditionally, vi, or any other that needs full screen
capability.
So in Mail, you can use ~v to start the visual editor (if you defined it),
or ~e to force starting the line-oriented $EDITOR.
