I see this problem too with the fresh tools (cross building on
FreeBSD).

I think sys/lib/libkern/Makefile.inc

Make 'dependall' generate dependencies in these libraries.

broke it, as it adds dependall target to that Makefile.inc and thus
prevents sys/conf/Makefile.kern.inc from providing one.
