Again, though, if you don't like USETOOLS=yes, nothing stops you from
setting it to NO for yourself. It is ten seconds of work. I cannot see
why we would want to change the policy to save someone ten seconds of
work.
i more see it as:
i cannot see why we would want to change the policy to cause
everyone else to continue to lose.
i used to think similarly to chuq -- "give me my damn in-tree tools
and let them work"... but this policy is what lets us build -current
on a 1.5 host! or "any" host :-)
let them "choose to lose."
