tech-toolchain: both ld and ld.new on some machines?

By reading src/gnu/usr.bin/Makefile, I'm getting the impression that both
ld.new and ld are built/installed on some machines/configurations (namely
i386/elf, m68k, ns32k, sparc/elf, vax). 
Is this true, or is there a ".else SUBDIR+=ld.new" missing?
