No, I'm confused. I changed BUILD to UPDATE in the first paragraph,
but not the second before I sent the message.

UPDATE is correct, and is used as it is in the top-level makefile
(to avoid `make clean').

BUILD is not used at all in etc/Makefile.

Does that make sense now?
