The current /etc/moduli is getting pretty stale (2+ years old).  This 
PR has a mostly new file (same 4K-bit numbers, as they take weeks to 
generate and will have to wait for another time).  I designated it as 
"install" since that seemed the most relevant category, but it's 
security related, too.

Every site should have a different file, but everybody needs a good 
starter file.  This should be different than the /etc/moduli supplied 
by OpenSSH.  The whole point of the file is to have a widely varying 
set of moduli in use.  

Give them a try!
