unless BSD auth is going in tree, i don't see any reason to put a
new pw_*(3) function in libc rather than libutil there the rest of
them are.  could the decision on pw_dup() wait for the BSD auth
decision?  pw_dup() may be useful elsewise, but if it turns out we
don't include BSD auth, having pw_dup in libc and all the other
pw_foo() functions in libutil is a mistake.
