tech-security: Can't CVS for the recent security announcements

I'm running 1.6. I want to CVS to update for the recent security 
announcements. It fails:

/root# cd /usr/src
/usr/src# cvs update -d -P -r netbsd-1-6 libexec/talkd
cvs.netbsd.org: Connection refused
cvs [update aborted]: end of file from server (consult above messages if any)
/usr/src#

What can I do to update my system for the security announcements?
