That's fine _in addition_ if no one objects -- probably a good idea.

That isn't. The file itself is good documentation -- sysadmins will
look at it and say "ooh, what does that do?" and read the man page. I
didn't even realize it existed for a long time, because there wasn't a
default one and I had no idea that there was a man page to read.
