	".WAIT" was not pulled up.  BIND 8.2.3 WAS pulled up.

	pkgsrc/net/bind8 is upgraded to use 8.2.3.  so you can either:
	- build latest pkgsrc/net/bind8 on your own
	- build latest usr.sbin/bind on your branch (netbsd-1-5 if you are on
	  1.5)
