The setlocale patch has already been applied to -current

The catopen patch fixes two problems; the first one has already been
fixed in -current, while the second fixes code which is different in
FreeBSD but which had a (less serous) bug in NetBSD, which I just
fixed.

I'll be requesting pullups for both of these files shortly.
