  Where did "lawyers of one's competitors" creep into this discussion ?

  The act of exporting across the US boundary might be illegal.  However,
once its gone, its gone.  Possession outside the US is not illegal,
just as with the way Trade Secrets work in US law.

  In the case of the NRL software, the license terms are clear that anyone
may use the software for any purpose (there is no license language about
non-export or possession outside the US).
