Where exactly has it been hashed out a bazillion times?

http://wiki.netbsd.org/mailing-lists/tech-repository/ has only about
11 words dedicated to "Hg", and was last edited 6 years ago.  That's
fewer words than the above quote about it being hashed out a bazillion
times.

Also, how does Hg fits the requirements at the top of that page better
than Git?  Wouldn't Fossil have the best fit?
