I think that the first step is really to prove that it's possible to do a good* conversion from the CVS repository to *any* other VCS.
Currently, the pool of VCSs to choose from (ie those for which this has been proven) is (I think**) empty.
* I think this probably means the whole history including all branches, but I also think that this could be difficult to achieve and that the goalposts might be moveable. There are probably also implicit constraints here on size.
** Apologies if anybody has actually managed to do a full history import which was considered good enough.
