each rsync mirror has its own set of files available
by the protocol, but of the several sites I checked,
I've not seen one with rcs files.

so from what I can tell, there is no way to get a
cvsroot/netbsd/pkgsrc mirror on amd64, short of
pulling it from a i386 running cvsup.
