I forgot I had CC set to a compiler other than gcc.
So pkgsrc got in a loop:
===> Installing dependencies for checkperms-1.7
=> Required installed package gcc>=2.95.3nb7: NOT found
=> Verifying reinstall for ../../lang/gcc
=> Required installed package digest>=20010302: digest-20060826 found
=> Required installed package checkperms>=1.1: NOT found
=> Verifying reinstall for ../../sysutils/checkperms
=> Required installed package digest>=20010302: digest-20060826 found
===> Checking for vulnerabilities in checkperms-1.7
=> Checksum SHA1 OK for checkperms-1.7.tar.gz
=> Checksum RMD160 OK for checkperms-1.7.tar.gz
===> Installing dependencies for checkperms-1.7
=> Required installed package gcc>=2.95.3nb7: NOT found
=> Verifying reinstall for ../../lang/gcc
=> Required installed package digest>=20010302: digest-20060826 found

I fixed that with "unsetenv CC" and bmake clean there.
