The problem is that it depends on partial builds of a different package.
That is completely broken and had a lot of nasty side effects in the
past. For example, it breaks the way dependencies are handled by a bulk
build. For that very same reason, I'm strongly inclined to just mark it
as broken until someone is willing to change the build infrastructure to
extract the local pari copy, configure it and use that.
