It was a mistake. I am not sure of the correct course of action
with respect to apr-1.2.8.2.2.4 out there. As there could easily
be a real 1.2.8.3, i do not think using something like that for
the new packages would be appropriate, even if it weren't misleading.

Unfortunately no; they install at least one file without a
versioned filename: lib/apr.exp .
