Hmm sure?  My 2006Q2 checkout does not have any reference to barriers:

max# cd /usr/pkgsrc/mk
max# cat CVS/Tag
Tpkgsrc-2006Q2
max# grep -r BARRIER *
max#

But there is a lot of stuff for PKG_PHASE.  So the barriers stuff have
to have gone in after the 2006Q2 branch was cut.
