The last time I had a look at this (but didn't follow up :-/) the situation
for /var/run was this:

  AIX: seems to have it   
  BSD/OS: yes 
  Darwin/Mac OS: yes
  DragonFly: yes
  FreeBSD: yes
  HP-UX 11: yes
  IRIX 5: no
  IRIX 6: no
  Interix: ???
  Linux: yes, FHS requires it  
  NetBSD: yes 
  OpenBSD: yes
  OSF/1: yes, at least since 3.2A 
  Solaris: yes,  >=8 
  UnixWare: ??? (no chance to look it up, yet)
