I think this situation doesn't differ much from Apache modules or info
pages in principle. For Apache modules the ruling was that they should
not install themselve in the httpd.conf. For info pages, we run
install-info at install and removal time. Both would use triggers in the
new world, with the Apache trigger defaulting to nop. I think the very
same solution can be used for TeX packages.

I am not familiar enough with the details of TeX to decide whether it
should be handled like category (3) or (5) though. I hope one of the
teTeX maintainer can provide additional insight on that.
