pkgsrc should not be touching files in /etc *at all* if the sysadmin
doesn't want it to.
It's entirely conceivable that /etc is centrally administrated, kept in
cvs, or one of many other things. If the sysadmin wants to manage /etc
manually, pkgsrc has no business making *any* changes to files there.
So, let's have the option to leave the file alone and print a message
instead. Please.
