if on a given OS one cannot resonably assume that the given tool is
present at that location mk/tools/tools.$OPSYS.mk should check before
using it.
As an example, tools.IRIX.mk does so for gzcat and gzip, which are
not part of all versions.
However, for tar on any recent BSD OS I would assume that one can
savely point where it is installed without checking for it.
