We have overhauled the licensing variables since these were in use,
and I'm happy to see that they are both gone.

security/rsaref is still present, and only chat/fugu and chat/gale use
it.  Neither use PKG_OPTIONS; they simply depend.

So just delete the descriptions.  If any references remain they are
bugs.  Thanks for cleaning up the docs.
