I found a bugzilla report with someone complaining of similar problems.  It 
didn't contain any good clues and no resolution,
but it does suggest it's not a pkgsrc problem.

I truss'd the binary and I figured out it's look for the secmod.db (or some 
similar name) in / instead of my profile directory.  Putting a symlink there 
pointing to the real file lets the open() succeed, but the problem doesn't 
go away.
