Probably because $VARBASE was introduced, leaving the decision where
to put those things to the admin?
Next thing is that there are quite a few packages which expect their
data under /var/$application by convention (Radmind, Cfengine come to
mind).
Actually, I tend to set PKG_SYSCONFBASE = /etc/pkg on the machines at
work, but even the busiest machine has little over 20 items in /var,
so for me dividing this up is a non-issue.
