online-tests  Require Internet connectivity for 'make test' ?

That wording sounds good to me.

This raises the issue of phone-home behavior, which is widely
considered a bug.  I'd say that tests that use the net are fine, but
if they notify somebody then the package should be listed in
pkg-vulnerabilities.
