tech-pkg: USE_INET6 in BUILD

Hi,

I am about to update net/p5-Socket6 to version 0.19. The Makefile
contains the line
	BUILD_DEFS+=            USE_INET6

but the package does not seem to change in any way depending
on the value of this variable. Is it alright to drop this?
