Testing again, I see the Makefile generated on NetBSD (using xorg-imake)
does this different. So now I broke for NetBSD (which probably explains
why I never committed this two months ago :)

/usr/X11R6/lib/X11/config/Imake.rules is used by DragonFly and Linux, but
NetBSD has its own install.man targets defined in
/usr/X11R6/lib/X11/config/NetBSD.cf.

Any ideas on how to make this consistent for all operating systems
installing xvier via pkgsrc.

I think easiest would be to just have my own pkgsrc do-install: target.

But any imake hints would be appreciated too...
