When bootstrap finishes installing the tools, it will create an example
file of mk.conf in workdir, you can copy this file to
${LOCALBASE}/etc/mk.conf to modify the settings.

I suppose if mk.conf is not found, pkgsrc will use defaults specified
in the bootstrap script.
